Suzy Marshall

Adjunct Professor

Lieutenant Colonel (retired) Suzy Weil Marshall has served as a military and civilian attorney of the Department of Defense over the last 30+-years. Her current position as a senior civilian supervisory attorney and regional leader for the U.S. Army Corps of Engineers (USACE) follows a distinguished career in war and in peace while serving in successive leadership positions at the strategic, operational, and tactical levels of the Army Judge Advocate General’s Corps. Marshall graduated from The George Washington University (1988), with a B.A. in political communications and journalism. Marshall earned her Juris Doctorate (1991) from the St. Thomas University School of Law. Marshall earned a Master of Laws (LL.M) degree in 2000., upon her completion of the Judge Advocate Officer Graduate Course. Marshall’s legal experience includes a full-spectrum of legal services, including military operational law, criminal law, contract & fiscal law, environmental law, fiscal law, ethics, real estate, torts and admiralty, civilian personnel law and equal employment opportunity, facilitating effective execution of civil works.

Marshall previously served as the chief of Administrative Law, United States Southern Command; deputy director of Legal Operations, Combined Joint Interagency Task Force 435, Afghanistan; an operational staff judge advocate for the Criminal Investigative Task Force (CITF), with detachments in Iraq, Afghanistan and Guantanamo Bay; and professor and Administrative and Civil Law department chair at the Judge Advocate General’s Legal Center and School. During two separate tours, Marshall served in numerous positions within the 25th Infantry Division, including deputy staff judge advocate, chief of military justice, and chief, Administrative and Operational Law. Prior to assignments at the 25th Infantry Division, Marshall served as a litigation attorney (torts), special assistant United States attorney, and agency counsel defending litigation filed against the United States. Marshall’s company grade assignments included legal assistance attorney; trial counsel; chief of military justice; chief, administrative law; and deputy chief, operational law, at assignments in Camp Zama, Japan; Fort Jackson, South Carolina; and U.S. Army Europe–Heidelberg. Upon entering active duty, Marshall completed the 131st Judge Advocate General Officer’s Basic Course.

Marshall’s military awards include the Legion of Merit Award, Bronze Star Medal (1 oak leaf cluster), Defense Meritorious Service Medal, the Meritorious Service Medal (with three oak leaf clusters), the Afghanistan Campaign Medal (with one oak leaf cluster), Armed Forces Service Medal, the NATO Medal, the Army Commendation Medal (with two oak leaf clusters); and the Army Achievement Medal (with two oak leaf clusters). Marshall received numerous award certificates for emergency operations participation, was named Manager/Executive of the Year by the Greater Memphis Area, Federal Executive Association (2017); received a USACE Chief Counsel national award (Seltzer) for special contributions (2021), received Department of Justice Sunshine Award recognitions as part of Outstanding FOIA Team (2023); and in June 2023, her 30-year career was recognized by receipt of the Pettinato/Lollar Award for Pride in Public Service.

Marshall is married to Timothy Marshall and has five children/step-children: CPT Troy Marshall (26), PFC Camden Mitchem (22), Victoria Marshall (21), Isabella Marshall (17) and Colton Mitchem (17). Marshall’s interests include soccer, travel, and concert going. She is an avid fan of U.S. Soccer, the NFL, and SEC Baseball.
